sendmail allowed, but limited,
fsockopen = off (earliest activated on 2010)
How many site are allowed to register?
I think that there’s no limitation, but you can get more space/databases/… if you ask via support ticket and give a good explanation.

But you can ask für more ! 
you can not use the additional_parameters if you send emails, just the first 4 parameters
the daily email amount is limited by 100mails ( can be raised up if you need more )
just check the phpinfo on phpinfo.bplaced.net if you need more informations =)
